MEMBERSHIP REFERENDUM MANDATED FOR PROPOSED APA CONSTITUTION AND BYLAWS CHANGE R2009-63, Rev. 4: Today at APA headquarters, the American Arbitration Association (AAA) verified the signatures of members requesting a referendum on R2009-63, Rev. 4. This resolution had been previously passed by the APA Board of Directors in October and involves APA Constitution and Bylaw changes to the National Officer election procedures. Members can review R2009-63, Rev. 4 at the alliedpilots.org Web site, under the “National Information” pull-down menu, then click on “Pending Constitution and Bylaws Changes.”
According to the APA Constitution and Bylaws, all BOD-passed changes to the Constitution and Bylaws are held in abeyance for 100 days. During that abeyance period, if “thirty percent (30%) of the active membership petitions the Secretary-Treasurer requesting a referendum of the subject alteration, amendment, or addition, the Secretary-Treasurer shall circulate such a referendum ballot to the active membership.” A six-person team from AAA validated the petition signatures of 2,895 members, which exceeds the 2,460 member (30 percent) threshold required to trigger a membership vote on the resolution.
Since the Secretary-Treasurer is now required to circulate a referendum ballot, the BOD-passed resolution is tabled until the membership vote is taken. Details regarding the mailing of ballots and the schedule for voting and counting the results will be communicated to the membership shortly. The AAA will oversee the balloting and validate the results.
NOMINEES ANNOUNCED FOR UPCOMING DFW, STL AND DCA DOMICILE REPRESENTATIVE ELECTIONS: Also at APA headquarters today, nomination and willingness-to-serve forms were validated for the upcoming domicile representative elections for Dallas-Fort Worth, St. Louis and Washington, D.C.
In Dallas-Fort Worth, the nominees for chairman are First Officer Rob Baker and Captain A.F. “Rusty” McDaniels. In Dallas-Fort Worth, the nominees for vice chairman are First Officer Scott Francis, First Officer David M. Hill, First Officer J.J. Jackson, First Officer Jeffrey A. Leisten, Captain Charlie Lohman, First Officer Russell Moore and First Officer Greg Shayman.
In St. Louis, Chairman Captain Douglas J. Gabel was unopposed; therefore, Captain Gabel is re-elected chairman effective May 1, 2010. The nominees for vice chairman in St. Louis are First Officer Keith Bounds and Captain Gary Tritt.
In Washington, the nominees for chairman are Captain Bill Gary and Captain Bert Booth. The nominees for Washington vice chairman are First Officer David E. Gangwer, First Officer Michael King and First Officer Ken Lee.
Due to the number of nominees, a nomination round will be held for DFW vice chairman and the ballots will be mailed on Thursday, Jan. 14, with a deadline of Thursday, Feb. 4. Regular election ballots for the domicile elections will be mailed on Thursday, Feb. 25 with a voting deadline of Thursday, March 18. If required, runoff election ballots will be mailed Thursday, March 25 with a voting deadline of April 15. The elections are being held for two-year terms of office beginning May 1, 2010, and will be administered and validated by the American Arbitration Association.
