NEGOTIATIONS UPDATE: APA and management negotiating teams met for a second week of bargaining this month. The early part of the week was spent working out the implementation details of the furlough mitigation program.
We are pleased to report that the remainder of the week produced tentative agreements on parking permits and Section 22 Pre-Arbitration Conference procedures. Additionally, progress was made on electronic personnel files and satellite co-terminals. Both of those issues are close to being accepted as tentative agreements.
Further discussions also covered contractual proposals regarding moving expenses, hotels and Section 21 (Discipline, Grievances, Hearings and Appeals). The negotiating teams also made significant progress on Section 23 (System Board of Adjustment). If a tentative agreement is reached on Section 23, management has proposed holding a six-month “Super Caucus” to close as many grievances as possible.
Bargaining sessions are scheduled to resume the second week of March.
FURLOUGH MITIGATION PROGRAM UPDATE: Today was the first deadline for members to volunteer for elements of the furlough mitigation program.
So far, according to initial reports from the Flight Department we have had 18 pilots (other than those designated to be furloughed) volunteer for part-time flying; however, only eight of those have been approved. The other 10 volunteers are alone in their respective bid statuses and there would need to be another volunteer in those bid statuses for those volunteers to be granted part-time approval. APA will notify the membership next week which bids statuses require matching volunteers.
Additionally, two pilots volunteered for the enhanced leave of absence program; however, 19 volunteers were needed for that program to be activated. The deadline for additional volunteers is March 8.
There were also seven volunteers for the furlough stand-in-stead program.
So far, APA estimates the volunteers for the furlough mitigation program will prevent or delay the furlough of 15 pilots.
The second volunteer deadline, for participation effective April 1, is 8 a.m. Monday, March 8. Information regarding the furlough mitigation program may be accessed by selecting the prominent “Furlough Mitigation Information” button on the members’ home page of alliedpilots.org. To participate, we recommend that pilots first contact Captain Rusty McDaniels, APA Membership/Furlough Committee Chairman, at rmcdaniels@alliedpilots.org. You are required to submit your name as a volunteer with your chief pilot’s office by the deadline.
